Depends on what you mean by "create forms with a graphic program".
If you want to completely create a form in a graphic program - and then make it work, then probably not.
If, however, you want to use some graphical elements in your form, then, most likely, yes. If you create some images in a graphical program, you might be able to use them as a form's background, as pictures on some controls of your form, etc.
On how to do it, I agree with Geoff - might get better answers in the Access Forms forum.
Checking out Access Help first, then searching the Access Forms forum for existing answers and FAQs might be even better idea.
