"Waiting for lock" message 2

I support a program written in VPF6.0 in a network environment. Users are getting this error message, "Waiting for lock", most of the time.
Can anyone please explain why is this happening? Appreciate it.

It would appear as though the users were attempting to lock either the same table or record but someone already has it locked.
 
If in the Main.PRG, if you put the code....
SET MULTILOCKS ON
SET REPROCESS TO AUTOMATIC

The second user wanting to lock and do his locking will wait for the first user to unlock and then automatically continue his operation. But remember, bad coding.. to the effect that the second user is made to wait permanently as if the system hung up. Between the locking and unlocking, there should be no user interaction.
