"snap-to" option not working for all windows

The snap-to option for the mouse doesnt seem to snap to all dialog boxes. one example is if i write a word document and close it using file-exit the mouse will snap to the save dialog. if i close the document using the x in the upper right the mouse will not snap to the dialog box

this is happening on a windows 2000 server using terminal services running SP2.

Upgrade the server to SP4.
Upgrade the client to the newest RD client software.
