WHEN I CLICK "OPEN LINK IN NEW WINDOW" IT OPENS A NEW EXPLORER WINDOW & THE NEW PAGE REMAINS BLANK I HAVE ALL OF THE WINDOWS UPDATES INSTALLED & AM USING XP PRO

If you click Stop in the new window, does the URL appear in the address bar?

This happens to me too. Whenever i click on a link and it opens a new windows it's blank. And if i press stop there is no address in the address bar.
