"Only (user) or administrator can unlock this computer."

I recently tried to log onto one of our servers but was denied access. The standard prompt shown above was displayed. This was weird for the following reasons:

1. The user that last logged on was a Domain Admin, as am I.
2. The Domain Admin group is part of the Local Administrators group on this server (in fact, the only local admin members were the built-in Administrator account and Domain Admin).

I had to unlock the server with the Administrator account. The other Domain Admin reports the same problem when I last log on.

What can be the cause of this?

Check to see what screen saver you are using.

If you are using the Logon Screen Saver with password protect the only users who can log back in are the actual user who was on the screen before the screen saver came on and the Admin. New Zealand, a great place to live.
