Help me please!

I'm getting this error:

&quot;Cmdninst has caused an error in <unknown>. If this error persists, restart your system&quot;

I've restarted and it doesn't work. Nothing shows up, no icons or anything, just this message.

What should I do? I can not access anything, I can't get into msconfig to fix this. Somebody please help ASAP!

says that its unknown, does any else know what to do?
 
1. What changes have been made?
2. Can you boot to safe mode and run msconfig there?
