"Background Picture" grayed out 2

When I try to place a background picture in a cell or a table, the option is grayed out. Any guesses?

Your Compatability is set to both Internet Explorer and Netscape or to Netscape alone. The cell picture property doesn't work in Netscape.

If you are using Frontpage themes the background feature is disabled, you can only use background if you are not using themes.
