I am thinkng I am starting to have a relay problem. I had strange traffic activity and looked at the queues in Exchange 2000 and noticed some folders with little blue errors and they are listed as Retry.

Is this a Relay? How can I test if I am an open relay?

Right click the retry queues, propertie, in the bottom it tells you why it is retry If the solution is out there, let us know it was helpful, so others can benefit from it as well..
 
Thanks for the responses. The properties of these messages states taht it was wither the remote server that is not available or that the message couldn't abind through DNS.

What does it mean that the message has a little folder with a blue reply arrow?

The little blue arrow means that the message will attempt resending based on the Virtual SMTP Server's settings. You can check them by looking at the properties of the SMTP Virtual server in the Exchange System Manager.
