Question regarding the 'Pad Option' in a DHCP frame

I have two questions regarding the location of the Padding at the DHCP frame:

1. Does the 'Pad Option', in the DHCP offer frame, can appear between the option lines for example:
…..
Bootstrap Protocol
……
…...
Option 53:…….
Option 54:……
Padding
Option 15:…….
Option 51:
End Option
2. Can the DHCP offer frame ends with the 'End Option' or should 'Padding' appear after it?
