Question on Avaya CMS supervisor

Hello, need some assistance, I need to provide CMS access to a user as administrator role and can be accessible to all VDNs, Skills, etc. I provided access to that user, but user says that he does not have permissions to add new VDNs in Dictionary, Is there away to provide all VDN access instead of providing limited VDNs at a time.
 
Make sure the user has the ability to write to the dictionary in User Permissions -> Feature Access.
 
Yes I checked the feature access, its have read and write to dictionary. But still having the issue, unable to add vdns because it says you do not have read permission and that is new vdn which needs to be added to CMS
 
also under user permissions add the VDN's they have permissions to
