Question-mark key problem

I have a new Dell desk-top computer, with Windows ME. Several keys don't work, e.g. when I hit the question-mark key I get É instead. Any help would be much appreciated.

I would check that the keyboard properties are set correctly. Look in Control Panel-->Keyboard-->Language.
