Publishing a webpage as an App??

I'd guess you can, using \\app_path\iexplore.exe \\htmlpage_path\yourpage.htm. Or maybe you could publish Internet Explorer using your html page as the users' default home page?
You could also give to the users Netscape in kiosk mode:
\\path\netscape.exe -k -start_java -browser
-k starts netscape in kiosk mode (no menus).
\\path\netscape.exe -k -start_java -browser
-k starts netscape in kiosk mode (no menus).
