Publisher problems!!!!

Trying to use publisher 2003 on and whenever I try to create a new document, the side bar comes up with options: web site, design, whatever.
I try to click on any of the examples and it starts to load, but stops half way through and says "Publisher can not complete operation"

I have tried: Reparing the installation, uninstalling and reinstalling.

Any thoughts?
