Publisher install problems on new W2k Professional 1

I just did a fresh install of W2k Professional. When I try to install Microsoft Publisher, I get the following error:
Error 1993 - Cannot update one or more protected Windows files. I am attempting to install in a non-standard folder, D:\Apps\Publisher. I am logged on as Administrator, Gave "Full Control" to Administrator and System on darn near every folder and still get the same error. Anyone have any ideas? I have installed this dozens of times and haven't run into this one before. Does Publisher keep an install file anywhere?
Any help would be greatly appreciated. I posted this in the Publisher Group too, but that group looks kinda dead. No activity for about a month:))

Have you tried installing into default location (or any folder in C:\program files)? - to see if it will & its your location that's casuing the problem (I know it shouldn't, but... You can always uninstall it if it works and then start looking at your D: drive and the \apps folder.

PS. have you installed office?

No, I haven't tried the default location or installed Office yet. I will give both those a try. Thanks for the suggestion.
