Published Apps Problem

Ok where i work we have a portal where we can access many of our apps such as word, outlook, yea you get the deal. Well lately we have been having a issue where somtimes all the apps work fine but then lately its been very speratic and it gives the error "The access center cannot launch the published resource. Contact your administrator for assistance"?? I have no clue what is going on with this anyone have any ideas?
 
I am not saying this is the answer but I came accross something similar the other week when I upgraded a Great Plains site from V6 to V7 (Client you'll understand).

We installed the new great plains client. But th etesters were not ready to test so we did not update the published aplication to reflect the changes.

When they came to test, they did not tell me and went ahead and tried to run the applications. The users had not refreshed their apps and therfore thier view of program neighbourhood /Start menu and desktop icons were obviously pointing at the wrong thing. I am sure that is the message we got when trying to run outdated applications. A refresh sorted the problem.
