Public folders

I know there is alot of info on public folders in here but i cant find the answer to my question hope someone can help.

My public folder database hit the 16 GB limit so I added the 1 GB extension to archieve some things out. Then my girlfriend went into labour so i was away (leaving the extra limit on). Someone else was doing the arciveing. Then someone downloaded alot of emails onto the public folders which no stands at 17GB limit.

My question is I have been able to get in to the database albeit fleetingly and remove some folders to get back in properly. But the file size itself never changes even though I have removed 1.5GB of data and done an offline defrag. How do i reduce the size of the file?
 
Everything i tried didnt work (the microsoft 2gb thing the hex editor none of it)

Upgrade to sp2 was all that worked.
 
deleted item retention will keep the file large. Whitespace will keep the file large.

Keep in mind that the physical file can be over 16GB. It's the amount of data that can't. Whitespace doesn't matter.
