Public folders are not accessible

I have a problem with the public folders on our Outlook\Exchange 5.5 server, if I try to create or edit a Public Folder it comes up with an error stating that I don't have sufficient rights, but I have used the admin id and get the same message, could this be caused by a recent hardware upgrade we did to our Exchange server? because we were able to create\delete folders before. If anyone has any possible fixes\solutions or recommendations please let me know.
