Public Folder rights\permissions

Here's a good one,

I have admin rights and when I go to add a Public Folder it pops up with an error saying I don't have enough rights, yee ha!

I guess what my question is how can I change the rights I have to the Public Folders without having to go to the owner of each and asking them to give me enough rights.

P.S. This is on Exchange 5.5 with Outlook 2000
