Public Folder replication

We have two exchange 2003 servers and I'm trying to get the Public Folder store to replicate from one to the aother so I can start decommising the first. i set up replication, but nothing is happening. I've tried PFadmin to re-home but it's saying that the folders are already replicated.

I've tried all the troubleshooting steps that MS suggests but am getting nowhere.
