Public folder - outside email address not working

I have created a public folder. I can send emails to it internally, but emails from outside addresses do not show up when sent to it (using the SMTP address I assigned it). Days later I will receive an "Undeliverable" message from my external email server. I gave anonymous contribution privileges. What am I missing?

(Exchange 2003 with frontend/backend server config.)
