Public folder migration

I am migrating to Exchange 2003 from 5.5. I moved a user last night and this morning they could not view one of their public folders.
The user had Reviewer rights to the public folder with the folder visible selected.
The only way I could fix the user was to give the anonymous group folder visible rights.
Does anyone know what I am missing.
