Public Folder Management

Guys I need help on this. We had an email organization covering 5 countries. We been using public folders to facilitate shared information to all sites. My problem is in other countries they forgot to restrict their users from creating folder in the root level. I'm currently doing housekeeping by reorganizing the public folders system but some public folders I could not view nor modified. I ask respective countries administrators to access this rogue folders but they too could not access it. Is there a way or technique that we could in order we could own this folders? Basically I need to trace which countries or site it was hosted, is there a log some where we could verify this?

You should be able to change the permissions on the public folder through the exchange server admin. Craig

Thanks Craig. Actually we know that we could do that but the problem is I could not find those folders in my site through the admin console. Other administrators from other countries had same problem too. Is there other way to verify where are this folders hosted?

The only place I can think to check is in the public information store in each server.
