Public Folder Creation

I seem to have forgotten how to create public folders in exchange 5.5....

what security rights do i need?

Outlook. Permission to create folders in the public folder tree. Or use ESM and have Exchange Admin rights.

on the ESM i have given myself "service account admin" and i still cant create public folders when i log off and on. Is there some sort of LAG on Exch5.5 ?
