Public Calendar Time Display

I've set up a public calendar to record 1 hour appointments. I've set the default appt. time to 60 min. BUT...
The first time available will be 8:30. I'd like to change the default time display from the top of the hour to the bottom of the hour to better correspond to this type of appt.

I've looked around everywhere in Outlook 2000 and exchange for a setting to no avail.

Is this even possible?
