Public Calendar - Cannot add at top level

I am trying to add a new public calendar. I can only add under an existing public calendar. I can not add a calendar at the top level under Public folders. Is there somewhere I am missing that permissions need to be changed?

There's a Top Level Folder Creation restriction, it's under Configuration, Information Store Site Configuration. Perhaps it's been set in the past?
