PS2 Keyboard Driver

I hope the solution to this is simple. I have a database that uses hand-held scanners that interface through the keyboard port of three different laptops. On two the laptops (one is HP the other is a Compaq) I have to plug in the scanner through an external keyboard in order for it to work. The third laptop I use (also an HP) does not require an external keyboard? Is there a driver that is missing? Can someone help me?
 
What exactly is the question? What type of scanners are they?
Are you saying that they won't work through the HP's external keyboard port, or the the HP doesn't have a keyboard port?
Please clarify as to what exactly you are doing and what the problem is...

I am using a simple Symbol Spark 1006 scanner and it works on all three laptops. This scanner has a keyboard interface cable and connects to the external keyboard port. The problem is, is that on two of my laptops I actually have to have an external keyboard plugged in for it to work. On my other laptop the scanner plugs into the external port and works fine without having an external keyboard plugged in. I was trying to find out if I was simply missing a certain keyboard driver? Any help/suggestions/direction would be appreciated. Thanks.
