Proxy settings problem through Group Policy

I had enabled proxy settings through group policy for all users to use a particular proxy server. Users needed to change their own proxy settings and leave the setting like that (I won't go into reasons for this for purpose of this problem). I removed the tick in the 'enable proxy settings' tick box in the user group policy yet the users are still being updated by the group policy which is setting the proxy settings even though the policy is not enabled. I removed the proxy settings and left them blank and now all users are getting blank proxy settings and must manually change them. Can anyone explain to me why this is happening please. Thanks in advance.
 
is the proxy setting machine based or Per user based?
