property pages not visible

On our W2K member server running Citrix in our NT network, we have started having a weird problem. Sometimes, when I open, say, event viewer, and double click on an item (like a particular error or warning), the property page fails to be brought up, but when I tryto close the EV, I get a pop up window that states all property windows must be closed before the program can be closed.
It happens sometimes, and with any program, like MMC, Services, etc.

Any ideas?

Try changing your desktop resolution (800x600 to 1024x768 and back). Sounds like it opens a window, but maybe it's out of visible range. Odd problem!

I tried it, no luck. And you're right, it is an odd problem.

About the time it started (give or take a couple days) I started getting an error in the Event Log, and I thought one had nothing to do with the other, but here is what I remember of the error (since I cannot pull up the property page ):

ServiceControlManager error 7000 and 7001 - NDIS I/O Protocol Service failed to start - the system could not find the file specified.

When I Remote Admin'ed into the server, the property pages were there.
Due to a different problem I was having regarding Outlook locking up during the SEND operation, I stopped and restarted the RPC Locator service and now I can see the pages.

Weird solution, but it works, so I'm sticking with it.

I have the same issue but our server is not running the RPC Locator service.

In our case it was the Gaobot virus. It was releasing the DHCP scope every minute or so. I found it by chance because I saw an unusual file in task manager, svcrhost instead of svchost. When I looked it up on google, I found out it was the virus. I checked the def's and sure enough, on this server they were out of date, even though the other servers in the domain were up to date.

Once I removed the virus, everything came up like normal.
