Programming Dial Delay - Ignorant

I am running an Ip office 11.0.4.00 system in basic mode. User is complaining they are calling out on a line and before they can enter all the digits the line hangs up. I am assuming it is dial delay setting, but I cannot find where to change the setting. Called myself looking everywhere.....We do no really use shortcodes. 8 analog lines...
Can anyone help me?
I get a busy signal if a digit is not dialed in three seconds....

Need more information here. Is the system set in key mode or pbx mode(and you are sure it is basic mode)? If key mode then you are using line appearances and have direct access to the line and it could be a provider issue (or hardware I guess). If pbx mode you are dialing 9+number and then it may be possible its a setting (but you can't make shortcodes in basic only use pre-defined shortcodes).

The truth is just an excuse for lack of imagination.
