Programmer error

I have downloaded a freeware database progam MEDREFS for medical references based on MS ACCESS. I have installed the program (orginally Access 97 with the patch for Access 2000) When I try and run it I get "Can't correctly determine the directory contaning MedRefs.mdb error occurred in procedure Startup Programmer error #23647
What does this mean?
The program is available at the address below.

There is probably a setting in an INI file, the registry or even in the shortcut that is pointing to the wrong directory. If you can't find the setting, you may need to contact support at the company that provides the program.

I'd start with the shortcut and make sure the startup directory is correct. It may need to point to the directory containing the Access MDB file. Terry L. Broadbent

The program is freeware and the individual who wrote it is unable to help. What sort of setting should I be looking for?

The shortcut is written by me! according to where I store the file. The instructions given are as follows:Create a shortcut on desktop as follows:
C:\Access\Office\MSACCESS.EXE C:\MedRefs\MedRefs.MDB /wrkgrp C:\MedRefs\MedRefs.MDW /User Admin /Pwd Admin
where
C:\Access\Office\MSACCESS.EXE is the location of your copy of Access 2000
C:\MedRefs\MedRefs.MDB is the location of your copy of the MedRefs main database file
C:\MedRefs\MedRefs.MDW is the location of your copy of the MedRefs Workgroup Admin File
Be sure to replace the path names listed here with the actual paths found on your computer.
No matter where I put the file I still get the error message.
I was getting an error message " can not find C:\ MedRefs\MedRefs.mdb" but by playing around with the shortcut and correcting some errors Access now starts but I get the programmer error.
