If you have Developer Studio .NET, it comes with a wizard for making simple Microsoft Installers. Select File->New->Project. Then select "Setup and Deployment Projects". You'll find there a few different wizards that make installers.
You could also try to get a copy of InstallShield. You might be able to get a free trial or something. Also I think sometimes Developer Studio comes bundled with an older version of InstallShield for free.
