Problems with Webmail

Ok...guys here is the problem we have exchange 2000 on a 2000 server box running webmail, it works ,but it sometimes doesnt. it will give a page cannot be displayed ,which usually points to a DNS problem but we can not figure out how or where the DNS problem would be, any one have any suggestions?

There is no error except for IE gives the DNS error of

Page cannot be displayed.

when it happens, ping, tracert, etc. by IP and by name.
