problems connecting to oracle

I am trying to create some aspvb script pages that will connect to oracle 9i personal edition using windows xp and iis.

I can test a connection locally using the following connection string:

"Provider=OraOLEDB.Oracle.1;Password=tige;Persist Security Info=True;User ID=scott;"

But when I try & test the connection using the remote testing server i get an error "Access Denied".

Anyone know the problem, or anywhere on the internet where there is more information on this subject area? I have been puzzeled by this problem for several weeks now!

or it is simply a rights issue on the DB server
