Problems and in need of suggestions with Cisco 2600

I have a problem with a Cisco 2600 router. I can't get the config to save after I shut down the router. I have written it to the config file with the wr and copy running-config commands to save it and there doesn't seem to be a problem. I can restart the router without a problem, but when I power it off and back on it erases the config.

Also, I have been been given an assignment to set up a network using one Cisco 2600 router and a Cisco PIX Firewall. I have the network pretty much planned out, but the kick is we have 5 static ips that need to be used. I have played with both subinterfaces and the secondary ip address, but both have fallen short of what needs to happen. What would be the best way to do this? The router has 2 ethernet ports and 2 ethernet serial ports.
 
Whats your config register value?

This has be a config register problem , normally for most cisco gear it is like 0x2102 , if not try changing to this value and reload . Sounds like it is set to ignore the config file .
 
Works like a charm, thanks. I figured it was something like that, but it has been sometime since that was covered back in CCNA.
