problem with "WillContinue" and "HasContinued"

anyone know if this is a know problem with access or if im just doing something wrong?
basically in a report with just a page header,detail, and footer when the detail goes beyond 1 page the "willcontinue" works and i can make a "continued on next page" box show up in the footer. But in a report with a page header, an association ID header, detail and footer i can not get it to work at all. thanks for any help
