Problem with PAR register running Aloha 1

Hopefully someone can help me with my problem. Im working on a problem at a restaurant running Aloha 5.3.47 with the boh computer and all registers running Windows XP. The other day I had a PAR register that was locking up whenever Aloha tried to determine the fileserver. Being that it was the register that was assigned to the DT cash drawer I decided to replace it with the only other PAR terminal in the place which thankfully was not assigned to a cash drawer. That went fine. I had an old PAR register that was sitting in an office for a year or so that I am trying to get to work to replace the one that I moved over to replace the one that was not working properly. I keep getting the message "failed to register station name 0x23". I have looked through the posts and other places online and tried the suggestions I read about but still keep getting the message. As far as I know, Ibercfg is not running more than once as it was starting from a batch file but I disabled that and ran it straight from the AlohaQS bin folder. The network card is working since I can access the register from the boh computer and vice versa. NetBios is enabled. lanacfg is not a recognized command on the terminal so I dont know how to check or change it otherwise. I tried to do a term install and still get the same thing. All environmental variables are the same as the working PAR. Here is the message I get in the debout:

the network cable may be unplugged or the hub it is connected to may have lost power.
Contact Radiant/Aloha regarding how to disable TCPIP Media Sense (which allows Aloha to run even if the network cable is unplugged).

Try downloading lanacfg and set it to 0. I've included a download link below.
