Problem with fast start from a CD-ROM

I have a 120MB movie that i would like to distribute via a CD-ROM. I have a web page (also on the CD-ROM) that provides a link to a popup web page (on the CD-ROM) that has the <embed> tag for the quicktime movie. i have the autoplay=true option implemented in the embed tag. but, when i click on the link to spawn the popup and play the movie, i have to look at the "Q" graphic for 30 seconds before the movie plays. i'm assuming that means that the quicktime "fast start" or "progressive streaming" is not working. any idea what i'm doing wrong?
