Problem with anchor point and top margin 2

Hi.

I'm developing a site and, on one page, I have an anchor that returns the viewer to the top. The problem is: it only goes to the top of the table, I want it to go to the top of the margin or page. To illustrate, here's the link As you can see, once you scroll down and click the arrow, it doesn't take you to the very top...just close to it. It wouldn't bother me, except when you click on another page the navigation shifts slightly....now that bothers me. Any suggestions will be greatly appreciated.
