Problem Underlaying Sections

I have a chart (as a subreport) in Group Header 1 and I have Subtotals and Grand Totals in Group Footers 1 & 2 respectively.

When I format Group Header 1 to "Underlay Following Sections" it underlays Group Footer 1 but Group Footer 2 is unfortunately displayed beneath the chart.

All other group sections are supressed.

Any idea on how to correct this?
 
Isn't Group footer 2 before Group footer 1?

Yes, absolutely...sorry.

Basically, I'm wondering why the Underlay Sections option only allows the next headers to underlay and not all the following sections. If my chart is in Group Header 1a, I have Text Headers in Group Header 1b, & group 2 totals in Group Header 2. How would one get the group 1 totals to appear immediately after the group 2 total in Group Footer 1 instead of below the chart?

You could write formulas the return your totals, put them in a new Group Footer 2B. Suppress this subsection unless it is the last the last GF2. A suppress formula omething like:

GroupField2 <> Maximumum (GroupField2,GroupField1)
