Problem . Clipper application not work regular under win98 and Win Me

Sorry, still can't make chocolate out of this, without more information.
Let me restate my question:
- Is an environment available where the app DOES work?
- Does it work in straight MS-DOS, without Windows 98 or ME loaded?
- and/or does it work in a DOS-Box on Windows 2000 or Windows XP?
Without this knowledge I can't give serious suggestions, as there are far to many options.
