Problem adding new users to MSN and LCS 2003...

Anyone have any steps for adding new users to MSN and Live Communication Server 2003? I create a new user account in AD, create the exchange email address, and then create the sip account. The user is able to log in to the network and send and receive email. The only problem is that when they attempt to log in to MSN they get the following error:
