Printing 11 x 17

I'm having a problem with when I try to print an 11 x 17 file, it automatically switches from portrait to landscape.

The printer and page is setup for landscape. I've tried this on a couple different publisher programs (2000 and 2003). I can't change the printer because we only have one printer that can print 11 x 17.
