printer subsystem error

Hello - I am trying to install a printer attached to my WIn 2000 Server. WHen I try to "add a printer" the message I get is "printer operation cannot continue due to lack of resrouces. the print subsystem is unavailable". So I check the services and the print spooler is stopped, and all options are grayed out when I right click it(can't "enable" it). Also, I noticed a stopped TCP/IP print server, also stopped. Which reminded me that at one time I tried to install such a server way back when. But the main issue is getting past this print sub system is unavailable. Would anyone have any suggestions?
