Printer bandwidth throttling

We've been hoping to take advantage of printer bandwidth throttling via Metaframe policies but haven't had much luck. Win 2k Metaframe XP FR2 servers in an NT4 domain. All printers are network devices running off standard NT4 print servers via standard TCP/IP ports.
We can apply other policies to a user/group successfully but when we attempt to apply throttling it just doesn't work at all. Is there an exception for network printers?
 
Not really what we're after as we're trying to avoid 3rd party printer solutions and apart from this one problem printing is under control.

However, after discussing this with a colleague we seem to have just found a solution. When connecting the ICA session a network print device behaves differently to previous releases in that the Citrix server prints directly to the print server & not via the client.

We noticed that locally attached printers could be throttled which suggested that some "hand shaking" is going on between client and server. If you map LPT1 to the network device on the client the conditions exist to throttle the bandwidth and hey presto, problem solved.
