Print Server locks out users after system restart or shutdown

I have a print server running windows 2000 advanced server.
the print server runs print jobs to two attached printers.

I have two clients that depend on the print server to service their print needs.

My problem is the print server will lock out (no longer accept print jobs) the users if they some how restart their systems. My work around is to simply access the clients printers and faxes, delete the printers, and then add or reconnect the printers
(BTW during this process I am asked for a username and password - for which I use the admin credentials- before a connection is established)

the print server and user "A" are in the same work group, user "B" is a part of their own work group.
Active directory is not present.
For both printers:
Under Sharing>Security>Everyone has full privledges.


Any ideas as to why my users get locked out everytime they restart their systems?
