PRI sending number 1 user showing as "restricted" 1

Switched over last night from a T-1 E&M service to a PRI service on a IP500v2 running r8.1.69.
Everything went fine - using 10-digit routing on ICRs
Separate ARS tables for each department to send their respective published number out when they dial outside - all phones work except 1
This one phone (1408 digital) when calling out is set to send a number (along with 3 other phones in the same department that work just fine) but this one phone comes up as "Restricted" on the receiving end. (Tested to my cell phone). The other 3 phones in the department (1 is a 1408 digital and 2 are 1608IP) send the correct number.
All 4 users are part of a User Rights group that has a short code 9N N ARS table 57. ARS table 57 has the number to send out.

The only difference that this one user has is the mobility feature (twinning). When they have it enabled and their desk phone is called, their cell phone does get the number. If they use their desk phone to call out whether twinning is on or off, the receiving end sees the "Restricted".
I have compared this user's setting to all of the other users in the same department.

Unchecked twinning for this user as well and tested, still same result.

Anyone have any ideas?

 
Have you used monitor and ssa to verify it's sending the correct data and going over the right route?

Well I found it...after scouring through monitor trace files comparing 2 different users.
The user that was going out as "restricted" showed in the trace files as (Withheld). After looking at the phone (1408 digital) under Features, Call Settings, Withhold Number was ON not OFF. Switching this OFF fixed the problem. Who would have thought?
