PRI config for both incomming and outgoing

I couldn't find any links related so here it is

We have A 3640 router gonfigured for our IPT gateway. We have 2 PRI modules in the router. 1 configuered for incomming calls (30) from the PSTN. the second is configured for 16 channels outgoing. it uses mica modems and dilas out to services.

The current controller configs are.

controller E1 1/0
pri-group timeslots 1-31
!
controller E1 3/0
pri-group timeslots 1-15,16

we have now had all 30 channels activated on controller 3 but when I change the config to:

controller E1 3/0
pri-group timeslots 1-31

we can't use the modems anymore.

Is there a way of seeting the inbound and outbound calls to specific timeslots.
