For a fractional PRI the Telco we use the most provides 23 active b channels but limits the number of concurrent calls to the fractional maximum on their end. If the IPO is only licensed to, for example 10 channels, we have to get this Telco to turn down channels 11 to 23 on their end otherwise we have issues with incoming calls hitting inactive channels in the IPO.
If I enable all 23 channels on the IPO I will of course receive a licensing error but I'm wondering if in this scenario is it only the first 10 channels that are licensed and functional or is it any 10 of the 23?
The reason this has come up is that this Telco is starting to give some push-back when we request an active channel reduction.
This was never an issue in the Nortel world I'm familiar with as individual PRI channels are not licensed.

 
It's not the specific channels that are licensed, it's the number of channels. If you put all 23 in service, it will just limit the calls to the number of licenses. If the telco is also limiting the number of concurrent calls, but not using the channels in a liner fashion from 1 to 23 or 23 to 1, this will work just fine.
