I have noticed this problem before, but it hasn't been an issue until an important user had the problem 
They had an old wallpaper which they changed and now when the PC boots it displays the old wallpaper before changing to the new one. I looked in the registry under HKEY_USERS\control panel\desktop\wallpaper, but it was set to (none).
