Prevent users saving to the desktop

Is there a policy or a way to prevent users saving files to their desktops?

Redirect the desktop (group policy), set the permissions on the directory to be read-only.

does this still allow them to put shortcuts on the desktop?

A shortcut is a file.

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.

There are no more PDC's! There are DC's with FSMO roles!
